Has anyone ever used anything like this?

Yeah, I think they're useless. If the food floats away in the filter current just unplug the filter during feeding time.

Mine floats away so slowly Finn catches it but I was curious.

if your filter's strong enough to significantly disrupt feeding, it's probably too strong for a betta to be comfortable with.

you could probably make your own with a suction cup and a styrofoam ring, like the bottom of a styrofoam coffee cup with the center cutout. The rings you buy are just plastic covered styrofoam.

Homegrown Terror ... It does not disrupt feeding , The water on the surface barely moves the only time we have issues is when he is not paying attention. I was just curious :) I thought it was an interesting concept

tried that, my girls got scared by it, cannot blame them, looks like an alien space ship.

so used a prescription bottle color collar as a floater. works much better, they actually jump through it to get the food. only thing is their eyes are not that great so they kept bumping into the rim of the collar, i hope it does not hurt too much. it does train them to follow the ring and eat nicely or not so nicely sometimes. but it traps the pellets so the amanos cannot get to it.

They make a terrific sponge filter baffle.

I'm not sure of the use. My tiger barbs would kill each other trying to get to the ring at feeding time if I didn't spread the food out. lol. My betta i just feed him each pellet by hand.
