Skull accessory = algae or foggy tank?

So I put in a skull into Turkletons tank and I've noticed the water has become really foggy. I put in a small filter (that penn-plax) and it isn't helping. I'm going to take it out, but I like it so I want to put it back in but not if it causes algae or the water to be foggy. What should I do?

I take it by saying you just put in a filter your tank is not cycled? Have you checked your ammonia level?
