Exclamation Badly torn fins not healing! Please help!

Ok so a couple weeks ago my male betta got a tear in his fin. So I thought maybe it was because of over flaring or a sharp plant. So I covered the sides of the tank and took out the sharpest plants and replaced them with silk ones. At first I thought he was getting better because I started changing the water alot more to keep everything clean. And now it has been over two weeks and today it got a lot worse. His back tail is almost split in two! So I have a couple of questions regarding treatment and the tank levels. When I tested the water last the nitrite levels are slightly stressful. I read a few things and it is because the tank is almost done cycling. Could the high levels have caused the torn fins?
I have heard that the best way to treat torn fins is the natural way by changing the tank more often, but that hasn't helped at all. So what is the best brand of liquid medicine I should get? And I need to know if it if safe to treat him that way while the tank is still cycling. OR What is the correct way to treat it with aquarium salt? I have read tons of things about it, but I need just a easy to understand answer on how to correctly treat torn fins with aquarium salt in a 10 gallon tank.

How often do you feed your betta fish? twice a day

Maintenance
How often do you perform a water change? I have increased it to every other day

What percentage of the water do you change when you perform a water change? 25%

What type of additives do you add to the water when you perform a water change? Water conditioner

Water Parameters:
Have you tested your water? If so, what are the following parameters? I only have testing strips so I don't know. (I am ordering a liquid testing kit soon though)

Ammonia:
Nitrite: A little high
Nitrate:
pH:
Hardness:
Alkalinity:

Symptoms and Treatment
How has your betta fish's appearance changed? His fins are getting torn.

How has your betta fish's behavior changed? His behavior hasn't changed really.

When did you start noticing the symptoms? About a week ago

Have you started treating your fish? If so, how? No

Does your fish have any history of being ill? Nope

How old is your fish (approximately)?I have had him for about three months.
