Question Blind..?

I recently adopted an elephant ear betta from Petco and he has these cloudy, blue eyes. He doesn't respond to my fingers on his tank but if I make noise, he dives into hiding. He eats perfectly fine and acts normal. Has anyone else seen this? I have heard of "diamond eyes" but I have no clue exactly what that is. Any thoughts and advice as to special care he needs is greatly helpful!

At first I didn't think she was blind, but I am positive now... Hopefully someone more knowledgeable comes along to help more, but at least you know there's someone else :)
