im no expert in the least but maybe just hold them off each other until the male thinks he's ready by making a bubblenest.

Is it possible he's too old? Most pet store bettas are past their breeding prime. Also, have you conditioned them with live food, etc?

Just a word of warning, breeding bettas is not a matter to be undertaken lightly. You'll need live food to feed the fry, and separate containers for all of the male bettas when they get older. You also need to keep in mind that you'll end up with a *lot* of fish, and you should make sure you have somewhere that will take them.
