is my beta dying?

i recently just bought a betta fish and mine is doing the same thing

i am keeping him an average fishbowl, about a gallon. I filled it up with water and then put a couple drops of this water conditioner i bought. I mixed some of the bowl water with the "cup" he was in from the pet store this way the transition wasnt too quick. The water in the bowl he is currently in is about room temperature, (i know this is a bad description) but its not too hot not too cold just an average temperature. Is this normal for a new fish? he isnt really fanning his fins at all, they just look limp.

they need warm water that is over 70 degrees, preferably about 78degrees. (mine sleeps on the bottom or in a plant on his side, he looks dead but he gets angry if you wake him, lol could just be a habit? you cant tell from teh info given)
