Some bettas are lazy, yes. I had one whose favorite way to sleep was half way buried under a plant. Every morning when I did the 'are you dead' tap he would dart up indignantly wondering why he'd been disturbed.
There are other factors that add in to a bettas activity level. What is the water temperature? I find my bettas to be most active when they are between 78 - 80 degrees. How did you acclimate him to his new home? Bettas need time to adjust to new water temperatures, if they aren't given enough time the temperature shock can cause them to get sick.

My male is very lazy, until it's feeding time or nest building time. My female is hyperactive, unless she is scared or sleeping. Just simply different personalities.
