How big is his tank, do you have a heater and filter on it?

You really should add the water conditioner to the new water BEFORE you put the fish in not after.Did you use soap to clean anything? If so you need to rinse the hell out of everything before you put the fish in the tank. water conditioners don't neautralize soap.

I did not use soap and I did not put the conditioner after the fish was put in, and I don't have a heater or filter.

How do you change the water? And how often?

Bettas need warm water so you should get a heater and a filter. By the sounds of it he lives in a bowl, you never did post the size? You may want to upgrade if its anything less then 3 gallons and doesn't have a filter or heater.

Does anyone know what to do? My fish's tank is only 5by5by5by5in. So is there really a heater that small?

You need to upgrade that tank immediately. I don't want to come across as rude, but that tank is not adequate at all for a betta. You really want nothing smaller than 2.5 gallons, and you can get a small heater and filter for that size. A five gallon will only cost a few dollars more, and the filter will not create as much current which will be better for your fish. there is a sticky at the beginning of this page that describes the proper care of a betta. I highly recommend that you read it, along with some additional research online. You should also read about cycling a tank.
