Yes, that is dropsy. Her gills also give me a better look at this angle too... She's got poisoning and now her organs are shutting down. If you can, set up that tank, halfway to 5 gallons (easier for her), and try the epsom salt and whatever else you can. Just know there is a heavy chance she will pass away. Then it is up to you, when she begins to spiral (think of a football tossed), whether or not you would like to euthanise, or let her go on her own. There's many different methods to make it easier on her, and on you.

If time is of the essence, I have a two gallon bowl I can move her to, but she will be without heat while I set the tank up. But, there will be totally fresh, un-medicated water in there.

Well, I do wish you luck. For now you can leave her in the contained area of the tank she is in until the other tank is set up.

What is the dosage for the Epsom salt? There is five gallons of water. I am treating this as a poisoning, so I am not going to add any other medicine. Just fresh, warm water. I'm also going to do another 25% in the 20 gallon.

It would be 3 teaspoons per gallon, predissolved. Add the mix to the water slowly over the course of half an hour to 45 minutes.

She seems worse- I was hopeful for a while yesterday, but I think she was still curious enough to be checking the tank out.

I bought the API master test kit and tested the ammonia and nitrate levels in the tank, they were both fine.
