What IS this?

I just noticed these little dots covering Patriot's eyes... I'm not sure how long they've been there, or what could have caused it, but it's just weird to me. He isn't acting sick or anything. This isn't him, but it looks like this:



Housing
What size is your tank? 10 gallons, divided in half
What temperature is your tank? 84 F
Does your tank have a filter? Yes
Does your tank have an air stone or other type of aeration? No
Is your tank heated? Yes
What tank mates does your betta fish live with? One other betta, two zebra nerite snails, and approximately 3 ghost shrimp (they keep jumping back and forth between sides and I've lost count of how many became snacks)

Food
What type of food do you feed your betta fish? Omega One Marine Pellets (with Garlic!)
How often do you feed your betta fish? 3 pellets, twice a day

Maintenance
How often do you perform a water change? Once a week
What percentage of the water do you change when you perform a water change? 50%
What type of additives do you add to the water when you perform a water change? Prime and Leaf Zone

Water Parameters:
Have you tested your water? If so, what are the following parameters? No

Ammonia:
Nitrite:
Nitrate:
pH:
Hardness:
Alkalinity:

Symptoms and Treatment
How has your betta fish's appearance changed? White dots over eyes
How has your betta fish's behavior changed? Not at all
When did you start noticing the symptoms? Just noticed today
Have you started treating your fish? If so, how? No
Does your fish have any history of being ill? Minor fin rot months ago
How old is your fish (approximately)? 2+ years? He's HUGE and looks a little old-ish.

you should be more concerned with all the grey patches around his mouth and between the scales further up his head...

That's not him in the picture. It's late and dark, so I can't get a good picture of him right now. I googled "white dots on betta eyes" and that's one of the pictures that popped up. That betta's eyes look like his do right now, so that's why I posted it.

That's what I was thinking it was... He doesn't seem to be affected at all. He can see and he still gets excited when I come up to the tank. He doesn't have any problems finding food, so I guess he's fine for now...

Is there any way to treat it or prevent him from eventually going blind? I know how to care for him if/when he does go blind. When the time comes, I plan on moving him to a 5 gallon all alone. At least, that's the plan for now.

I tried to get some pictures of him, but only one came out not blurry. Please excuse the algae. My snails and shrimp are slacking on the job, and I can't get it to go away when I clean the tank. Also, whatever white dots you may see on him (other than his eyes) aren't actually on him. They're on the glass. Watermarks and snail eggs are everywhere.
