If you do daily water tests with a liquid test kit & do a water change when the ammonia or nitrites are >.25 then fish IN cycling is fine. To the dismay of some people I'be done it numerous times with no loss of life & no health issues.

Before I knew about cycling I used to test my 2.5 before water changes and never had any readable amount of anything really

So should I just leave my tank how it is? The betta doesn't so anything but just float on top of the water

Cycling per se doesn't happen without running a filter. Its up to you how you want to do the cycling. If he's just floating at the top, it sounds like he may be ill.

I just got him two days ago but it was from petco. Is there something I should look into? I just thought he was afraid of the big open spaces in the tank.

Its possible to purchase a sick fish & they do sometimes take a few days or so to settle in. If his behavior doesn't change in a day or two I'd be a little worried. Does he look normal? No swollen belly? Fins look good? Color is good? Has he eaten? Did you make sure the filter current isn't too strong? Just some things to look at.

He does look like a swim bladder infection is possible. Yesterday he wouldn't get off the bottom of the tank and now he won't stay away from the top. He's eaten two pellets today and two pellets yesterday. Fins look good except his top(dorsal?) fin is clamped. The filter being too strong is definitely a possibility. I bought a sponge baffle today I haven't yet put on. I'm going to try to add pictures but this site isn't exactly mobile friendly.
