Unhappy i dont know what to do :(

okay so my female betta has recently been recovering from fin rot. she looked all fine and dandy, but then she stated turning white. so i thought she was stressed so i let her be as much as i could and she started turning her beautiful blue again. lately she has been seeming really lethargic and just, well, lying around and not really swimming. i looked at her today as i am cleaning out her tank and she seems to have a hard time breathing and she is completely in her side in the tub i put her in :( Ive had to poke her lightly with the thermometer just to make sure that she was still alive. please someone help me. i dont know what to do. i cant put her back in her tank yet because the temperatures do not match. im doing my best to keep her warm until the tank warms up. her fins are looking a little clamped. i still have medication for it from her previous case of fin rot.
here is my info.

You're feeding a flake food? Its easy to over feed flakes. Try fasting her for a couple of days. I'm reluctant to recommend meds since we don't know what's wrong for sure which is why I'm starting with SBD. Does she appear bloated? Do her scales stick out like a pine cone? You can try some Epsom salt; 1 tsp per gallon, pre dissolved. Add 1/2 wait an hour add the other 1/2. Male sure the Epsom salt is pure; no perfumes or anything. Somebody else may suggest something different but that's where I'd start. Once she's healthy again I would switch her to pellets; Omega One or NLS.

Along with Shellieca's suggestion, turn off that airstone. Betta's are easily stressed when the water is moving too much. They come from peaceful Rice paddies and they breathe air through their labyrinth organ so when there's too much surface agitation they can easily be stressed and become grouchy.

Yes, it's flake food. I'm a first time fish owner so I feel so clueless. I do have Epsom salt. Should I wait until she is back in the tank to add it? And what exactly does it do? Her scales don't stick out and she doesn't look bloated. The only thing I can see is that her fins are held close to her body.

We were all clueless at one point. The Epsom salt acts as a laxative & can help reduce fluid retention if there is any. When you change her water are you using tap water? You can run the hot & cold until its the temp you want instead of putting cold water into the tank & having to wait for it to warm up. Have you tested your tap water for ammonia, nitrites & nitrates? I haven't used Tetra betta safe so I don't know what all it does, I would suggest getting Prime when you can. Prime is great & takes only a couple drops per gallon. Oh have you seen her poo? Does it look normal?

Ohh okay thank you :) ill do that then and It's just a water conditioner. It says that it neutralizes harmful chlorine, chloramines and heavy metals in tap water. And yes I tried getting it there and it's still too cold :( I've never tested the water for those thing and I wouldn't even know how to :/

OK Now that I look at your OP, I see a couple things. 1st if you're running a filter on a 3g you shouldn't need to do 100% water change. A weekly 50% or so, if the tank has fully cycled, will be sufficient. It is possible that because you're doing 100% water changes that the tank stays in cycle mode. I suggest getting a liquid water test kit to see what your ammonia, nitrites & nitrates are in the tank & in your tap. Testing the water, IMO, should always be the 1st step when fish aren't feeling well. Weekly 25% water changes are probably not enough since the tank is cycling. Do you change out the filter media? If so, you shouldn't change it unless it is absolutely falling apart. Sorry this long & I hope it makes sense.
