Is this dirt okay?

This is the closest thing I can find to dirt an aquarium in Australia, I know I can get like plant substrates just costs like $30 a bag. :C

It is, it's pretty much what I used in my tanks, just put gravel or some kind of cap on it to keep it from making your water muddy.
