Do healthy fish ever just sit at the top not doing much?

A few of my new fish are doing this. They are in the quarantine stage so I am trying to establish that they are healthy. They are very young I'd say a 3-4 months old and they do spend some of their day swimming but they also just float the top not doing much. They might be watching me or the other fish nearby I don't know. I am used to most of my fish being very active. Is this a potential sign of illness or is this normal?

It can be normal. Mine all do it from time to time.
