The Marineland Eclipse filter is actually very good. I really like Eclipse systems. I also like Fluval Spec systems, although that may be out of your price range, I don't know.

Whenever it gets dirty enough that water stops falling through it. Usually about once every two months.

I have an aquecon 25 watt heater in mine. Works perfectly and was inexpensive.
