Unhappy Beta fish with cloudy eyes

My beta has a cloudy eye on the right side I'm not to sure why? he's doing fine though it doesn't affect him at all it's just I'm a bit worried about him heres his deets

Housing
What size is your tank? 10G
What temperature is your tank? 78 degrees fahrenheit
Does your tank have a filter? no
Does your tank have an air stone or other type of aeration? yes
Is your tank heated? yes
What tank mates does your betta fish live with? a male cobra guppy, Fancy male guppy

Food
What type of food do you feed your betta fish? tropic fin fish flakes, betta min floating beta pellets, freeze dried brine shrimp, bloodworms, fairy shrimp
How often do you feed your betta fish? 1-2 times a day, fast on sunday

Maintenance
How often do you perform a water change? every Sunday
What percentage of the water do you change when you perform a water change? in an entire month 1st sunday 20% 2nd sunday 20% 3rd sunday 50% 4th sunday 20% 5th sunday 20%
What type of additives do you add to the water when you perform a water change? Nutrafin Betta Plus Tap Water Conditioner for Bettas, 60 mL (2 fl oz)

Have you tested your water? If so, what are the following parameters?

Ammonia: 0
pH: 7.6


Symptoms and Treatment
How has your betta fish's appearance changed? greying under face scales
How has your betta fish's behavior changed? not much does rest at bottom a bit more though
When did you start noticing the symptoms? 1 month ago
Have you started treating your fish? If so, how? no
Does your fish have any history of being ill? yes ich and finrot both recovered fully
How old is your fish (approximately)? 1 year 2 months

I think you should post a picture. Ppl can see then because cloudy eyes means different things to diff. people.

I'm afraid your betta has popeye. Do you have epsom salt and Maracyn Two on hand? You'll need them.

My fish had popeye too when I first got him. You can treat him with jungle's fungus clear, its a broad anti microbe, I bought it at walmart, I treated my betta for 5 days and he got better pretty quickly.

you should make the water 80F-82F so its toasty and add 1/2 tsp per gallon of aq. salt.

Make sure you do a 100% water change after your done treating to remove all the medicine and salt.

Epsom salt will help too, and it's pretty inexpensive as well, but it has to be plain with no fragrance added to it. Here's a link to a webpage that will definitely be of help to you: http://nippyfish.net/sick-betta/popeye/

Please treat this as soon as possible.

Taken from Darkmoons post about disease and treatment.

Popeye
•Symptoms: One or both eyes will swell and bulge out. It in itself can also be a symptom of Dropsy.
•Treatment: Usually not fatal if treated, but your betta might lose an eye. Conservative: If the swelling is extreme then use ES first. Perform 100% daily water changes. You may be able to treat the popeye with just Epsom and clean water. However, if the swelling goes down but the eyes remain cloudy/white, then switch to Aq.Salt at 1tsp/gal or use medications. Do not combine Aq.Salt with medications but you can continue to use ES during medical treatments. Medication: If ES or Aq.Salt do not do the trick or it is a serious case of popeye, then combine the ES with API Tetracycline, API Fungus Cure, API General Cure, API Triple Sulfa, OR Mardel’s Maracyn.
