My moms betta has fin rot I think.

What size is your tank? 20 gallon
What temperature is your tank? 80
Does your tank have a filter? yes
Does your tank have an air stone or other type of aeration? no
Is your tank heated? yes
What tank mates does your betta fish live with? no

Food
What type of food do you feed your betta fish? Aqueon Pellets
How often do you feed your betta fish? (I believe she feeds it twice a day but she said occasionaly 3) I think she over feeds him a tad but she only asked me with something is wrong :/

Maintenance

How often do you perform a water change? About once a week.
What percentage of the water do you change when you perform a water change? 50%
What type of additives do you add to the water when you perform a water change? Top fin water condtioner

Water Parameters:
Have you tested your water? If so, what are the following parameters?

Ammonia: 0.25-0.5
Nitrite: 0-0.25
Nitrate: 10-20
pH: 8.2
Hardness:
Alkalinity:

Symptoms and Treatment
How has your betta fish's appearance changed? Blackness near tip and near base of some parts of the fin
How has your betta fish's behavior changed? Not sure, don't think so.
When did you start noticing the symptoms? Before he got a 20 gallon, he was in a 1 gallon before.
Have you started treating your fish? If so, how? 4 days ago it was getting treated with melafix(I heard that may be bad for it, so she stoped using it)
Does your fish have any history of being ill? Not really he is only 4 weeks old to us. So unknown otherwise
How old is your fish (approximately)? Unknown

I haven't seen much disappearennce of the tail but I have seen blackness appear and disapear. So I am not sure if he is getting it, fighting some off then getting more :/
So I thought I would ask.

The ammonia levels are high. It's possible that your tap water contains some - you might want to test it. Ammonia can cause fin rot. If it's in your tap water, you could use a conditioner that temporarily converts it into ammonium, or you could work on improving the cycle in the tank, or adding live plants.

As requested already, a photo would be helpful.
