Used by something else or someone else? You can use vinegar & water or a bleach solution 10:1 I believe is the recommended mixture, rinse rinse rinse. Then let it air dry for a few days. Make sure you check the silicone really well & do a leak test.

Almost all my tanks are second hand. We have hard water here in Florida so I always start with a vinegar spray to remove sediment. If it is really stubborn I will use CLR.

I rinse that out then spray the tank down with 1:20 bleach spray. Usually I will do that twice. If the sealant is discolored or icky looking I'll replace it. If the sealant looks like that it tells me water has gotten behind it and funk could be lurking there so I replace it. Once everything is clean I rinse it out really well.
