Those are baby pond snails! I first saw them in my shrimp tank, where there are no fish to eat them.

To go further, they hitch a ride on the plants. In my female betta tank, no snails survive, (snacks?) but in the shrimp tank, they're going crazy. I've just ordered 5 assain snails to get things under control.

is it floating on top of the water? it looks like it may just be a bacterial film, You'll need to get a filter to disturb the surface so if wouldn't grow!
