[Bettafish]

Ok.I have had a betta fish for about 9 months and im just a little worried and excited.

WORRIED:
Mr.fishy(stupid name huh, it came to me first)has ragged fins and every 2-3 months white stuff appears at the bottom of the tank it looks like scales or skin or thrown-up food.he also has a white spot on the middle of his gill.When he stops in the tank his tail sinks but just a little then it stops.I just cleaned his tank and theres a film that looks like oil on the top of the surface.

Excited:
He makes a lot of bubble nests and has bright-ish color.Is it good that he darts around the tank and kind of hides.
