Help ill betta

Hi guys not been on for awhile but I really need your expertise

My male betta really doesn't look to peachy and has gone off his food.

On his last water test everything was normal except ph which was high 8.2, just done another ph test and its 8.2/8.4.

He has what looks like a fleshy lump under his chin, he is losing his colour and seems to struggle with swimming. He has been resting a lot as well but I put that down to the heat we've been having.

Any advise is greatly appreciated as I'm very worried about him

What size is your tank?
What temperature is your tank?
Does your tank have a filter?
Does your tank have an air stone or other type of aeration?
Is your tank heated?
What tank mates does your betta fish live with?

Food
What type of food do you feed your betta fish?
How often do you feed your betta fish?

Maintenance
How often do you perform a water change?
What percentage of the water do you change when you perform a water change?
What type of additives do you add to the water when you perform a water change?

Water Parameters:
Have you tested your water? If so, what are the following parameters?

Ammonia:
Nitrite:
Nitrate:
pH:
Hardness:
Alkalinity:

Symptoms and Treatment
How has your betta fish's appearance changed?
How has your betta fish's behavior changed?
When did you start noticing the symptoms?
Have you started treating your fish? If so, how?
Does your fish have any history of being ill?
How old is your fish (approximately)?

How often do you perform a water change? Once weekly
What percentage of the water do you change when you perform a water change? 40%
What type of additives do you add to the water when you perform a water change? None

Water Parameters:
Have you tested your water? If so, what are the following parameters?

Ammonia: 0
Nitrite: 0
Nitrate: 20
pH: 8.2/8.4
Hardness: n/a
Alkalinity: n/a

Symptoms and Treatment
How has your betta fish's appearance changed? Loss of colour, lump under chin

When did you start noticing the symptoms? 2/3 days ago

What I got told by a expert betta breeder, 7 to 9 pH levels are betta safe. It isn't the pH level that is bad. Could you get a better picture of the lump under his chin?

I'm so sorry to hear that. If you would like another companion, not necessarily to replace him, but to put a smile on your face again I just got 2 ones in. One is a blue, red, and black veiltail. The other one is still a baby so I don't know what exactly what it is or the gender. If something you are looking for in particular I can find what you are looking for just tell me what. I am a rescuer of bettas but I also know breeders that have babies they are wanting to sell.
