Betta staying vertically and staying at bottom

Housing
What size is your tank? Hospital tank - decreased water level to half - 7 liters probably
What temperature is your tank? 27 celcius
Does your tank have a filter? not it hospital tank
Does your tank have an air stone or other type of aeration? nothing
Is your tank heated? yes
What tank mates does your betta fish live with? nothing

Food
What type of food do you feed your betta fish?
How often do you feed your betta fish?

12 hours per meal - one meal pellet, one meal live tubifex and daphnia

Maintenance

How often do you perform a water change? %100 at hospital tank daily
What percentage of the water do you change when you perform a water change?
What type of additives do you add to the water when you perform a water change?
1tablespoon per liter

Water Parameters:
Have you tested your water? If so, what are the following parameters?
Does not know, hospital tank changing water daily

Symptoms and Treatment
How has your betta fish's appearance changed? staying vertical, and staying at bottom, does not want to eat
How has your betta fish's behavior changed?

Have you started treating your fish? If so, how? %100 water changes and 1teaspoon per liters rock salt

It could be SBD.

Are you using regular salt, epsom salt, or AQ. salt?

Either way, you need to do a 100% water change, and do not put any salt into the tank.

He has a grey chin. Has he always had it, or did it appear when he started to swim vertically? If he appeared when he started showing other signs of sickness, it could be an ammonia burn.

Do you put water conditioner into the water? If not, you'll definitely need to, and he will probably get better.

do not used water conditioner, aging tap water
Using rock salt(aq salt)

This is not my fish actually, a friends fish who does not know english :)
