Fin "melt", but not getting worse

My betta has had a bit of a weird top fin and bottom fin since I got him, the top looks slightly "melted" and the bottom looks a bit scrunched toward the end. I've had him for probably almost 2 months, it has not gotten any worse, which if it was fin rot or fin melting it would be rapid.
What could cause this?

It doesn't look like fin melt to me. I wouldn't worry about it its probably just the way his fins are. Hard water can sometimes cause VT fins to look like that. I have 2 VT's with similar fins.
