More exact cleaning schedule

So, i think my tank is pretty well settled. Also, I'm starting my job soon so I would like to get my cleaning schedule down a little more exactly.

I have a five gallon tank with quite a few plants, one Betta, and three shrimp. I don't know if it is cycled because I only have a Nitrate test and those have been fine. It's been set up for a good few weeks and the filter is on half of the time.

Is twice a week enough? 25 percent and 50 percent? Or is once a week enough?

The only way to really determine what you water changing schedule should be, is to know your ammonia and nitrite levels.
Its been setup for a few weeks, so it may or may not be cycled.
If the tank is cycled, I would say weekly 25-50% water changes would be fine for your stock list.
Not cycled, 2-3 water changes a week.
