water changes with activ betta bio-activ live gravel?

Is it necessary to change the water if you have established the proper water conditions with bio-activ live gravel and live plants?
I have only had to add water to the tank when enough has evaporated to require more. The chemical levels in the water remain where they should be.
Ps I keep the 3 gallon tank at 78%

Yes because there are other dissolved organic compounds that you have to take out, the filter won't take everything out, assuming you have one. That, and then there are the regular non-dissolved organic compounds like fish waste, dead plant matter and so on that needs to be taken out. And then the fish get's their minerals from water like we do and eventually they become depleted so adding more than just the evaporated amount is suggested.
