That is WAYYYYYYYYYYYYY to cold. It should be at like 27C.

I'll buy the heater.

We have tested the water, it feels like a bathtub. However when I put my thermometer in it always says 15C

Maybe buy a tank thermometer? I bought one that suction cups to my tank for $2.95 at Walmart. I think your thermometer is wrong. Unless you live in North B.C.

I would get a new thermometer and verify the temp. If it really is 15 degrees you are lucky he's still alive... bettas need heaters.
