I'm new to fish owning and VERY CONCERNED!

is it normal for a betta fish to have spots on its fins??

i didn't realize this until this morning but i always check it every day i've had it which has been about a week now. i never realized it until now bcuz he hasn't opened his fins when he swam around. this is my first fish and i LOVE HIM TO DEATH i've been going crazy to make sure it will live for sometime... the spots on his fins are white. he is a blue betta fish with some purple. the color of the spots on his tail fin that iam worried about are dark blueish i believe so.

so yeah i was just wondering if someone can help me asap..

White spots could be just that white spots, or could be ich. If they go away in 3 days begin ich treatment, if they stay forever then they are part of him. The blue spots on his tail sound normal for a blue\purple betta, can you provide a picture, then I could tell for certain.
