Strange white lump on fins-- help?

Hey all. I've a bit of a quandary on my hands here. My betta's been doing fine, but lately I've noticed a strange lump on his rear fin. It appears to be on both sides, and I'm not sure what to do about it. Archer (the fish) seems unaffected: he eats fine, swims normally, and has plenty of energy. Maybe someone can help me out? I've had bettas before, but he's my first in a few years and I've never seen this happen before. Pics and tank specs below.

If you are talking about its swim bladder popping out like that..you may be over feeding your betta. You said that he has suffered through SBD before so that means you should be feeding him less. How many pellets and how often do you feed him?

@bettaHI Oh my goodness, is that what that is? Yikes. He usually gets about 4 pellets a day-- two in the morning, two at night. I was under the impression that wasn't a lot of food! Should I cut back/fast him for a few days?
