Exclamation Scale problem!!!

i think i read this has been posted already but anywho my male betta's top scales are poking out like pinecones n he seems to be either floating on the surface or lay down by the pebbles...is it because of a bladder issure or is it something else...help plz!!!

one other thing...yesterday he was eating fine but today he didnt even bother to swim to the surface n eat at all...

Sounds like dropsy if the scales are sticking out like pinecones. I don't think there is much you can do if it is dropsy...just try to make him comfortable.
