Power Head Flow Rate Advise 50Litres (13.2US Gallon)

Greetings to you all!

I am new to this forum and would love to develop my fish keeping skills here with Nigel (CT Betta).
I wanted to know what would be the recommended Power head flow rate that is needed to filter a 50 Litre or 13.2 US gallon tank?
This tank is quite old and has a built-in filter media section. The power head would push the water up and direct it through the media (pictures).

I am not planning to house bettas (maybe) in there. I plan to make it heavily planted. Can someone please give me some recommendations in regards to the flow rate? Also, is a CO2 system required if I say, have around 5-8 plants?
