I think my fish MIGHT have fin rot. :/

My fish William has two very small holes in his anal fin. Could this possibly be fin rot?
I've been giving him 2 salt baths a day and doing a 100% water change every day for him because his dorsal fin and caudal fin got pretty beat up on some plants in the gallon bowl.

Could this be fin rot, and should I just keep giving the salt baths, or should I do something else too?

Just keep up with the salt baths and clean water. If you see it getting worse, get some BettaFix or JFE.

Yeah, fin rot. I would do salt baths and use some bettafix.
