Ira's Progression: More active but still strange (clamped fins)

Hey all,

I posted a few days ago about Ira acting severely lethargic and unresponsive. After 50% water changes every day and a regiment of antibacterial Kordon treatment he is doing much better. He is eating regularly and will chase my finger around his tank for food. However he is still showing some strange symptoms:

-the sore on the left side of his head is still present, but much less painful looking.
-Much more responsive and aware
-Fins seem to be clamped... just laying flat against his body. I attempted to entice him with a mirror to see if his fins would stiffen up when he flared, but that was a no go. He only stuck his gills out.

What could this be?
Could he just be slowly recovering from whatever it was that he had before?
