Usually you don't plant java moss, we'll I've never tried. I usually tie it to driftwood, rock, or ss mesh. You can float it also. If you didn't plant it deep enough it will work, java moss is the hardest moss to kill.

it will grow on substrate and creep along the bottom as long as it has time to attach to the gravel if it gets moved around too much it will never attach and will float be all over the tank.

Like it was said before it is best to tie it to wood or a rock.
