what kind of tank? planted?

You will first need to cycle your tank so it is safe for fish to live in....

A 20 gallon is considered too small for a tiger pleco... you might want to rethink your stocking options....

Maybe you can tell us what set up and equipment you have so we can better help you.

For example, you can let us know more about your :
Filter
hood and lighting
Heater
Substrate
decoration to break up line of sight

Your 20 Betta will max out your tank. Heavily planted (like a jungle) and a hide for each of them should work

Aokashi is right; you'll want to fishless cycle the tank before stocking.

There are a couple of stickies at the top of the "Bowls and accessories" section.

You can use bottled bacteria like Tetra Safestart, ATM Colony, API Quickstart or Dr Tim's One-and-Only (arguably the best. Unless you're ready to introduce your stock, you'll need to feed this bacteria with "pure" ammonia (that does NOT foam when shaken). Your tank needs to oxidize 4.0ppm ammonia per day.

Unfortunately "pure" ammonia (that does not foam when shaken) is not that easy to find. I was unable to find it at my dollar store. Most big-box hardware/home stores do NOT have it. They put perfume or "stuff" in it, which you don't want.

Ace Hardware carries their "Janitorial Strength" ammonia. This is pure ammonia of ~10% strength. Perfect for cycling your tank and all your friends' tanks for the rest of your natural lives.

Dr Tim's sells a small overpriced bottle online.

+1 to Hallyx. Ace Hardware, Janitorial Strength ammonia.
Don't even think of 20 bettas in a 20G. Maybe 6-8. Plant heavily, or have some decorations to provide hiding places.
You can have a bn pleco, too.
