Is this Fin Rot?

I'm sort of confused as to what fin rot actually looks like. So I'm consulting the Fish forum. I trust you guys.

I am attaching photos of Herb. The red fins right below his pectoral fins have white tips, and they aren't going away but I also dont think they are growing. Let me know what you think. It could just be his coloring and I'm overreacting. But I like him, and want him to be healthy. Thanks!

To me, it just looks like his coloring. In fact, three of mine have the exact same thing, and they're as healthy as can be. I'm not sure, so you may want to hear some other opinions than mine, but it seems fine. By the way, GORGEOUS betta! He's so handsome!!
