Exclamation friends beta in trouble.. help!

Hey, my friend got a beta a month or so ago on recommendations from me. But now she is have trouble. It's a crowntail beta and she uses jugs of water like me as I don't trust the city water. But she's noticed he's been hiding on the bottom, trying to get under the rocks, and has been eating less and recently losing color. I've never had this type of problem, so I'm looking for some advise from people on here.
Any help would be much appreciated!

We may be good. I had asked her if the water was warm and gave her some suggestions. One being put a lamp near it to warm the water up because that may very well be the reason why he's not very active. She responded that he's getting better and is swimming back and forth on the side the lamp is on. The color is returning to normal. But she is still concerned. She says his tail is really thin and the red is fading. What could that be about?

The lethargy may be from cold water and the heat from the lamp seems like it is helping. If his tail is thin looking and appears to be getting shorter then he probably has fin rot. You can use Jungle Fungus Eliminator, Jungle Fungus Clear or Maracyn for fin rot.

could use a heater for at night to keep him warm when the light cant be on
