The description of his behavior and the salt grains on his body i think it is ich and you need to act fast and treat him before it get too late. If you don't have the heater and can not heat the tank you need to treat with medications as soon as you can.
Try to keep his bowl darkened because ich get worse with light. I would do full 100% water changes until you get medications.
What is the temperature in the room? If you shared anything between him and your other betta than both of them have it.

I agree, it definitely sounds like ich and it sounds like it's advanced, so I too would start a treatment ASAP.

Velvet is an external parasite that has a photosynthetic component, but I have never found anything saying that ich is. In my experience light has no impact on ich.

looking at him closer it kinda looks more like this to me then little white dots, but its more white on my betta then in this pic. but im still not sure its hard to tell since there so small its hard to tell if its fuzzy or not

neither betta has shared anything that I can think of.

I saw some heaters for bowls at petsmart and petco, ill ask my mom to pick one up tonight.

I really wish I could get a picture of it

I aperently wont be able to get the heater until sunday. Tomorrow we have some of our family over for the holidays should I put him in a quitter room?

do not stop to treat with medications at least 4-5 , since i am paranoid i would say 7 days from the last time you see any symptoms. I read a few post when people stopped the treatment and it came back . Its better to use medications longer than have it come back.

I had left the house for about 6 hours and came home to a not good sign. I thought he was dead, he is laying on his side, so I taped him with the bamboo just to see and he started to use his fins and tail, but I doupt he will make it through the night.

I feel horrible. Hes clearly still breathing but its like he cant swim, but he can still use his pectorals
