friend's betta - white gills & lethargic?

A few days ago I posted about going to petco and buying my betta Alfred. While I was there, my friend also purchased a red male and a 2 gallon filtered tank. She told me on the phone before that her betta has been acting very lethargic and now has white edges to his gills. I've been reading and from what I can tell, it's probably got something to do with fungus.

Has anyone seen this on their betta before? What do you reccomend for treatment? For now I was going to tell her to do a water change and get some API fungus remover since my boy Tide had a fungal infection a few weeks ago.

Is it fuzzy, white and sort of stringy looking? How long has she had him and how often is she cleaning?
