Help Please I think Something's wrong with my betta

I got a new betta yesterday and he's been laying on the bottom a lot and then doesn't really move much. He isn't eating either. He's in clean water. Not sure what's up with him. The other betta I got from there is doing just fine. Please help, I don't want him to die.

I am pretty sure he is dead. I feel so depressed.
