What Do I look For When Looking For A New Betta?

It seems like every store I go to that have fish look very ill and un-active. What do I look for when buying a new betta? As you might know, I am getting a new 5 gallon tank with a power filter and I will also get a heater for the tank on Sunday. However, I have a feeling that my current Betta will not make it. He is very lethargic with fin rot and he is getting worse and worse every day. He seemed really stressed after I cleaned his tank yesterday and I am treating with Maracyn 2 and I already treated for 5 days like it says on the box. So, What should I look for when buying a new Betta? I hope my little Betta gets better, but I have a feeling he won't.

If you're looking for a healthy one and not one to rehabilitate, I would check for clean water, maybe some flaring at the other fish. No obvious signs of disease, such as finrot, ich, etc....
Also some males will build a bubblenest even in their little cups.

Thanks. Yeah, I have seen some males before make some bubble nests in their little cups. My PetCo seems pretty Ok with fish care.
