I'm filter challenged...

So I got a five gal kit for my boys to split...but I can't figure out the filter first time.

its Aqua-tech power filter, model 5-15

The directions are literally this:
Name: filter.jpg
Views: 72
Size: 38.6 KB

Which I thought I did right, but all it does when plugged in is make a noise like its trying to work, but its definitely not doing anything waterwise....what did I miss?

Try putting water in the part that would normally fill with water and turn it on, thats how I got mine to start working before.

Its been a while for me so I hope someone can help, but if I remember correctly you let it run for 24 hours to make sure that it works properly and that the tank has no leaks. It will also remove some of the dust/debris particles from all the new gravel and new stuff. Waiting 24 hours also allows chlorine in the water to evaporate if you don't use a dechlorinator.

I used dechlorinator and washed all the gravel and what not so they should be fine? I'd hate to leave them overnight in those cups when they can be playing in the 5gal =D

To be honest, I would do it. But watch them for a little bit to make sure the current from the filter is not too strong.
