Is my filter current too strong?

I have a Tetra i3 Whisper in my 2.5 gallon tank, it doesn't seem like it produces that much current. Roger seems to avoid the top unless he's surfacing for air. He can swim at the top fine and does often but seems to prefer swimming around the middle of the water column. Is this normal and/or could it be a result of too much current? Thanks!

Simon prefers the bottom, Zen is a middle-man, Roxie loves playing in the wake, King Louie would rather not fluff his fins, and Kido likes dark places. before Elvis died, he liked the surface. if there's a flake on the surface, Goober will grab it and hang upside down.. yea he's a shrimp, but it's funny so i thought i'd throw that in there
