Wierd things on crowntail's rays?

Ok so i noticed a few days ago that Jazz has almost like a curl in the end of his fin and it looks like he has fuzz stuck to the end of the rays. I now see that Friday has the same thing happening and they look natural because they are the same color as the surrounding finage. My params are
Nitrate 5
Nitrite about .2
hardness 120
Chlorine 0
Alkalinity 160
Ph 7 - 7.2
Any Ideas on what these things are?
I can't post a pic ATM but maybe in an hour or so.

What can I use to get rid of it is it is fungal? I just did a 30% change today.
I just saw Jazz flare and it flattened out, i'm thinking his fins are just extremely curled. Why would this be? He's been fine until this week.

frm what ive read, curled rays are usually from one of a few different things

genetics
unclean, or unfiltered water
not enough room to swim and excercise

ive heard that if you put them near a window(not in one) in indirect sunlight a half hour a day it will help. dunno if it really works though

Renard had something like that. One week I was busy with essays and last minute work, so I neglected cleaning his tank. I didn't clean it for about 1.5 weeks, then I noticed her had a little gray-ish fuzz stuck to the ray of his fins.

I used API Fungus Cure, and it worked like a charm. It was gone the next day. Of course, the fungus was quite small, so I guess I caught it early. You just need to remove the carbon in your filter, if you have one, if you decide to use it.
