Older Beta with strange fin problem

I have had my crown tail male beta for 3 years, and recently his fins have started to sort of stick together on the edges. They are not shredded, but they have a sort of rolled appearance to them, and he can no longer flare them out properly. He is in a 5 gallon tank with a filter, his behavior has not changed in any way. Any idea what this may be or how to help him?

I will try and post some tomorrow, from the research I have done, I am fairly sure it is not fin rot, the fins don't seem to be deteriorating in any way, they are just sort of sticking/ rolling on the edge

Hmm.....sounds to me just like fin curling, which isn't harmful as far as I know but could be due to many things....the most common reason I think is water quality. How do you go about cleaning the tank and how often? Do you have a heater? Whats the temp?

Fin curling can be cased by

1. Not enough room
2. Not enough exercise (it's recommended you get your betta fish to flair to stretch his fins out daily)
3. Genetics
4. Water quality

he is the only fish in a 5 gal tank, recently I have been trying to get him to flare his fins a couple of times a day. After talking to some of the people at the pet store, I think that water quality might be part of my problem.. apparently you are not supposed to use just glass pebbles in the bottom of your tank, they don't give the good bacteria anything to adhere to? could this be the problem, and should I change out the flooring now or wait till he is doing better?
