Question Silky floaty substances in tank!

Not sure what it is. It generally is at the top and when we tried to get a piece out (seemed like we would be able to grab it) it sunk down and some is sitting at the bottom now. It is just floating white silky stuff and we just changed the water a few days ago (well, like a 80% change). What could it be? Non of it is on the fish. It is a Male betta in a 10gallon tank, 2 live plants 1 plastic and a few other decorations, no filter and a heater. Just recently got him the tank.

Any guess on what it is? Will a full water change cure it? its not just film at the top that generally appears after awhile.

I had the same thing happen in one of my 2.5 gals. last week. No idea what it is - maybe some kind of bacterial bloom? I just took as much as I could off of the top of the tank with a small net and then did a 30% wc after that. It didn't come back and it didn't seem to affect the fish or the test results.
