Now Pinto's sick!

I noticed today while doing his water change that the top of his tail looked like someone took a little chunk out of it and I looked closely and the top is pinched together and it looks like the fin is slowly fading away to the bone. I always thought he looked funny swimming, but I didn't see anything unusual until today. I've been so pre-occupied with my other sick fish that I might have over looked it. I feel like such a bad fish mom. I don't think he can or will use the top fin at all. Now he just goes at the bottom unless I'm feeding and he goes up to eat. I took some pictures so hopefully it'll help. I'm not sure if it's fungal or bacterial. I have Maracryn and Jungle Fungus Clear. Hopefully I can use one of those because I won't have extra money until the end of the week. Sorry the pictures aren't that great. He looks bloated too, one of my other fish has internal parasites so he could have it too.

Ugh, now he won't come up and eat at all. I'm going to lower his water level so he doesn't have to swim up as far.

Oh and should I use JFC or Maracryn to treat this?

I would go with the Maracyn. I had a betta who lost his whole dorsal fin but he was fine. It didn't affect his swimming.
