For fin rot, aquarium salt, warm water, and clean water will help fix him right up. There's no need to freak out, fins grow back.

Does it hurt him at all? (My fish doesn't have this. It's just a question that suddenly occurred to me)

Aquarium salt doesn't hurt them.

Keep him in the 1/2 gallon container with 1/2 a t spoon of salt and change the water every day. He will be healed up in no time.

BTW, are you keeping goldfish with your betta?

Goldfish and bettas have very very different requirements. It's not that they don't get along, it's that their care is much different. Example: bettas like temps of 76-82 degrees. Goldfish do NOT. They like cooler temps. Also, goldfish need lots and lots of filtration and bettas don't like having a heavy current in the water.
