Bacterial Fin Rot?

One of my CTs has slight fin rot. He is in a 15 gallon divided 4 ways, but only 3 guys in there now. I noticed today that he has fuzzy growth around the end of one of his rays. I am assuming this is fungal fin rot. I added Jungle Fungus Clear to the tank. Will this work? I don't really have any more space for him in a hospital tank, and I figured it doesn't hurt to treat everyone in case they may have the beginnings of it (even tho I don't see anything).

Am I doing the right thing?

Temp is ~82

Ok, so I was able to dig up a small kritter keeper for him and a hydor mini heater. I added salt and aquarisol. What should I do now?

SYMPTOMS
Appearance Changes: Has been battling fin rot since I was gone for a little while and was unable to change water. Today noticed that one of his rays (he is a CT) has a fuzzy tip.
behavior Changes: none
Eating Habits: 2 pellets in AM 2 in PM
Other:

WATER STATS -have not had a chance to test these yet, but JUST set the tank up on Friday. 15 gallon with 3 boys.
Ammonia:
Nitrate:
Nitrite:

TANK
Size: 15 gallon
Temp: ~82
Filtration/Aeration: whisper 20 gallon filter, small world filter

HUSBANDRY PRACTICES
Frequency of Tank Cleaning: every 3 days 30% - 50% WC
Water Additives: Prime, salt, IAL
Feeding (food type/frequency): different types of pellets, see above
Tank Mates: 2 other males, dividers of course


TREATMENT
Any treatment so far and when: Added Jungle fungus clear to tank, but have since removed him, put him in a small gallon kritter keeper, added salt and aquarisol, using hydor mini heater


HISTORY
List any past health problems: nothing
