Unhappy My new betta is sick. Please help!

So I have had Tom about a week now. He looked healthy when I got him. Today I noticed he has white stuff covering his right eye and his fins look matted or stuck together.

He was in a tank with Neon tetras.
Also I had a melon sword plant in the tank, but it died.

Need a little more info. in order to help you better...what size tank? When did you change water last? tank filtered and/or heated?

It sounds like he's got fungus, but it's hard to be sure? Picture would help too.

The first and most simple remedy is to make certain his water is of good quality and add a tsp. of aquarium salt per gallon of tank water. Really need more info.?

He is in a 10 gallon, filtered and heated tank, The tank temp is 78.
I did a 20% water change the day before he got sick.

I did a 50% water change yesterday.(After I found that he was sick) and added a tsp of salt.
His eye looks much better already, but his fins are still looking poor.

I will try to get a pic up, but my digital camera takes bad aquarium photos.

Well, anyways after the water change I saw improvement.
His fins had started to get a red tint to them.
So I added a tsp of Rid Fungus today.
The red discoloration is already gone.
His fins look a lot better and have gotten back a lot of movement.
