Power filter for a 10 gallon tank

Hey guys. What a good inexpensive power-filter for a 10 gallon tank? I want to put live plants in my 10 gallon along with my betta plus maybe a few shrimp.

Do power filters have really strong flow in them? Then that wouldn't work for the betta, for sure.

If I'm wrong, then I think there are some HOB power filters (or so they claim to be).

So what kind of filter do I need? I heard that with under gravel filters you cant have live plants.

A sponge filter would work (although I hear surface agitation is bad for plants? Something with CO2 exchange?), or a regular HOB with adjustable flow, for the betta. Or, you can get a plant to be positioned in a way under the filter that it manually blocks the flow. I'm pretty sure there are a good amount of plants that don't require heavy flow? But I'm not going into high-tech, so..

You can get an Aqua Tech 5-15 filter from Walmart.
